The daughter of Leah Nathan Hart and Jacob Hart, Sr. and the sister of Moses and Nathan Hart, Rebecca was born in New York. In 1822, she married Moses Seixas Phillips, the son of Naphtali Phillips and his second wife, Esther B. Seixas Phillips. Moses was an actor and theater manager although success evaded him his whole life. They had five children.
